 The Sikhs struggled from 1948 to 1966 to get language based province the Punjabi Suba. But what the Govt of India finally gave was Sikh Suba.  It deliberate kept out Punjabi speaking areas which were dominated by Hindu population.  So much so even some pockets with Sikh majority have also been kept out.
