Today a friend has posted photo of ‘finger’ fast food. I don’t know what it is called in Punjabi or in English. It has reminded me of an episode. When in 1980, I joined as Inspector at Jamnagar (Guj). I happen to visit a narrow lane in city. I could hear a particular hissing industrial sound. On enquiry a boy told me, “pongli manufactured here.”
I entered the factory where again I came across a young owner aged not more than 18. I explained him about the act that where there are 10 persons employed the factory stands registered.
The boy replied me that he got only 7 employees. I said I can see 12 workers right before my eyes. He said, “7 our employees rest are bhaiyyas from Bihar.”
I said show me your records which he avoided. I explained him how cooperation on his part was important to avoid prosecution. He showed his helplessness on not showing records. 
I said I have to take a physical round of factory if I am not shown record or the third alternative is that he gave me a written promise. The boy wrote thus:-
“You have visited our factory today. We have only 7 employees. The other 5 you see are bhaiyyas from Bihar engaged on daily wage basis. We will produce records in 7 days.”
I took the letter and registered the factory as the employees strength was more than 9 (12). And a letter was issued to the factory for compliance of the act. After a week the young owner visited my office to say, “sahib tame bahu dhokebaaz chee (sir u r a deceitful person)”
It was strange for me to learn that the people don’t consider bhaiyyas as employees. Later in my services I found the practice was every where and believe me I registered hundreds of factories on the basis of this simple formula. Bhaiyyas are the most exploited class.
“ji sade kol 7 bande ne, baaki sabh bhiyye ne.”
