Amritsar, Sept. 17 (Kochar Mochar) Iron lady better known as the Virangna Bibi Luxmi Kanta Chawla who had sometimes ago announced that she would herself fight the Chinese army on border and leading Shiv Sena Punjab sainaks has withdrawn her feet from the announcement. She said that the Shiv Sainak have refused to head towards Chinese border. She said the brave sainaks have on the contrary announced that they would arrange a fierce demonstration before Hall Gate Amritsar. 

Kanta said she agrees that decision to hold demonstration is a more brave act. The sainaks threatened the Chinese army to vacate Indian territory or else they will quench their thirst by Chinese blood.

Kanta said, "Why should we spill blood when we have our traditional weapons in our hands," She proudly declared, "We are going to install a Shani Yantar on the Indo-China border which will keep the Chinese army away from border." She informed that the famous astrologist Shri Som Nath Sarswati of Varanasi is preparing the Yantra and under his command 1001 pundits are participating in the yajna.

When Kanta was asked as to who would install the Yantar, the bold bibi explained that services of the famous scooter stepney thief Maninderjit Singh ji Bitta are being commissioned.

A meeting between India and China to end the 13-day-long stand-off at Chumar in southeastern Ladakh proved inconclusive today as both sides failed to agree on terms to de-escalate tension and pull back their respective soldiers from the area. Background diplomacy is, however, under way, sources said.

China has hardened its stance and is in no mood to climb down from its objective of building a road south of “30-R” post. The two sides had agreed not to allow construction in disputed sections of the Line of Actual Control (LAC). India is opposed to the construction of the road, which falls in the disputed areas. Both sides have made serious backchannel talks to defuse tension along the LAC. Sources said India’s opinion was to have a gradual time-bound reduction in the number of troops to de-escalate the situation. But Beijing did not commit to the suggestion.

Background meetings were, however, taking place to end the impasse. Under a mechanism available, both sides can pull back from stated positions without ceding ground to the other. The two sides will have to agree to a formula that seems workable for both. The Indian Army and the Indo-Tibetan Border Police (ITBP) have been asked to hold ground till the People’s Liberation Army of China withdraws.

Minister of State for Home Affairs Kiren Rijiju today said India was firm on its position. Prime Minister Narendra Modi was likely to be briefed tomorrow.

In New Delhi, Ministry of External Affairs spokesperson Syed Akbaruddin said the situation at the border was best handled by those positioned there.

He said since the meeting between Modi and Chinese President Xi Jinping in New Delhi, “we (MEA) have been following up the issue and engaged at different levels and at different places. Quiet diplomacy is at work and we are addressing it expeditiously”.

Launched amid much fanfare by Deputy Chief Minister Sukhbir Badal ahead of the 2012 Assembly elections, the Punjab Government’s ambitious Personal Rapid Transport System (PRTS) project seems virtually shelved now with the lone bidder pulling out of it.

The project would have seen magnetic pods running on an elevated guideway in Amritsar on the lines of Heathrow Airport in London. Sources said the bidder — ULTra Fairwood Pte Ltd — withdrew from the project as the state government wished to re-negotiate the deal, but the firm felt that it would have made the project financially unviable for it.

Officials of the Punjab Infrastructure Development Board (PIDB) and the Punjab Municipal Infrastructure Development Company (PMIDC) revealed that the project had been shelved, but they were reluctant to say this on record.

“We have not received any written communication in this regard. There has been no word about it for quite long. It must have been dropped,” said an official, requesting anonymity. The government invited bids for the PRTS twice and both the times it was bagged by ULTra Fairwood Pte Ltd.

The PRTS project was supposed to cost Rs 198 crore on BOT (build, operate, transfer) basis. Two routes were also planned. The first was from the railway station to the Golden Temple and the second from the bus stand to the Golden Temple.

A total of 200 magnetic pods were to run in the holy city which would have facilitated 50,000 to 75,000 passengers daily. The tentative fare would have been Rs 30 to 32 from the railway station to the Golden Temple and Rs 20 to 25 from the bus stand to the Golden Temple. Launched apparently with an eye on the 2012 Assembly elections, the project never took off. Initially, it was the traders who came out against the project, fearing that it would take a toll on their business as commuters would embark on magnetic pods head straight to the Golden Temple from the bus stand and the railway station. The Hall Bazaar Traders’ Association even downed their shutters to protest against the move.

Later, The Tribune highlighted the heritage lovers’ apprehension about the PRTS eclipsing the view of the holy city’s significant landmarks such as the Golden Temple, Town Hall, Jallianwalla Bagh and Hall Gate, besides adversely affecting the heritage character of the walled city. Subsequently, the government changed the route plan from the railway station to the Golden Temple.

What is PRTS?

The ULTra (Urban Light Transport) PRT System is a four to six-seater driverless, battery-powered, laser-guided vehicle with a central control system known as magnetic pod that uses rubber wheels running on an elevated guideway. The PRT is like a personal taxi which is demand responsive to a commuter, which means it can facilitate on demand, non-stop journey within the track network with operational flexibility.

Projects hanging fire

The other project hanging fire in the holy city include food street, modern sports complex and CCTV surveillance. The foundation stone of the Sports Complex was laid on November 12, 2011, but the work is yet to begin. The work on the installation of CCTV cameras has also been put on backburner. The food street was supposed to come up on the premises of Company Bagh, but the ASI shot down the move.

The state government's ambitious Personal Rapid Transport System (PRTS) appears to have been put on the back burner as Deputy Chief Minister Sukhbir Badal stated that the only company that had come forward to execute the project had doubtful credibility. Besides, the government seems to be in no mood to antagonise traders and other sections which are up in arms against the project ahead of the Lok Sabha poll.

The Deputy Chief Minister had laid the foundation stone of the PRTS adjacent to Hall Gate amid much fanfare in December 2011, but the project could not move an inch from the drawings till date.

The proposal was to introduce 200 magnetic self-driven pods which were to run on 20-foot elevated guideways in the holy city. The idea was to ferry between 50,000 to 75,000 passengers daily and the network would have connected mainly the railway station, the bus stand and the Golden Temple with a tentative fare between Rs 40 and Rs 50 per seat. The system was projected to be completed by 2015 with private financing on a build-own-operate-transfer (BOOT) basis.

Tejinder Kaur, chairperson of Punjab Infrastructure Regulatory Authority (PIRA), had conducted the hearing session of objections in Amritsar in February 2013 and had announced that the civil part of the project would start by June. Punjab Infrastructure Development Board (PIDB) invited fresh bids earlier last year through an advertisement dated February 22, 2013, while the last date for receiving the bids was April 26, which was later extended till May 21.

The project appeared to be on track after the Punjab Infrastructure Development Board (PIDB) received an "unsolicited" proposal from ULTra Fairwood India Pvt. Ltd, a joint venture of Fairwood and UK based ULTra (Urban Light Transport) group, which has introduced magnetic pods at Heathrow Airport, but it got delayed after the heritage lovers raised objections that it would eclipse the view of the holy city's significant landmarks like the Jallianwalla Bagh and the Golden Temple.

Subsequently, the government changed the route plan from the railway station to the Golden Temple. Similarly, the residents had raised queries whether the path built for the pods would leave an impact on the ventilation and sunlight in their residential buildings adjoining the route or impinge on their privacy.

During his visit yesterday, the Deputy Chief Minister said the PRTS system had taken a back seat because of some technical flaws. "We have to study the company's credibility before finalising anything. Officials have been deputed to monitor this aspect and find a way out. It is a time-consuming exercise, but we are on the job to resolve the problems in implementing this project in Amritsar," he stated.

This would make Amritsar the second city in the world after London to have this unique transport system. The PRT uses driverless, electric-battery powered, computer-driven vehicles called "pods" which is currently operational at the Heathrow airport.

ULTra-Fairwood, a UK based company had proposed the project for Amritsar, offering to operate the PRT system connecting the main attraction of the city, Golden Temple, with three parts of the city. The company is a collaboration between Ultra, that designed the innovative technology, and Fairwood which is already in discussions with the authorities in other major Asian cities which suffer from major transportation infrastructure issues like congestion, space constraints and pollution problems. ULTra owns the Pod Car PRT technology.

The Akali-BJP government just before it had gone to the elections last year had announced with much fanfare the transportation project in December 2011. Deputy Chief Minister Sukhbir Singh Badal had even laid the foundation stone for the project.

The transport system in the city that comprises the highly congested old city area housing the holy shrine of the Sikhs, Golden Temple, besides the modern city developed around it, is expected to be a role model in providing volume transport in a major city environment. The border city of Punjab is also visited by tourists in large numbers to see the historic Jallianwala Bagh and the retreat ceremony at the border checkpost with Pakistan. The Golden Temple is visited by people of all faiths from around the world all around the year with as many as 50,000 people visiting on some special days.

The Punjab Infrastructure Development Board (PIDB), a nodal agency set up the state government after accepting the unsolicited proposal by the UK based company had decided to go for open competitive bidding in order to encourage competition under the Swiss challenge method.

The proposed project would have a route length of 3.53 km with seven stations at Ghanta Ghar market roof, multi-level parking at Galiara, Kairon Market Hall Bazar, Tikona Park, Railway Station, Jagat Jyoti School and Bus Stand.

Besides ULtra-Fairwood at least two vendors, Swedish firm Vectus and US-based SkyTran are known to be interested in the project. SkyTran is test running the PRT system based on magnetic levitation at the NASA Ames Research Centre in California, USA. Vectus is currently in the process of implementing the system in Suncheon, Korea.

NO AAP BUT AAM PARTY

No special, this is an ordinary party

Anna Hazare flouted the idea of transparent administration in India which was hijacked by Kesriwal.

People felt there was nothing wrong because the intentions seemed pious. Later however it was felt Kejriwal seemed to be in hurry and went on to contest elections without training the leadership on the concept of Transparency. 

Similarly the disappointed Punjabi electorate was looking for any hope and it immediately upheld what ever was given to it in the name of transparency.

For Kejriwal the miracle happened when the party reached Lok Sabha via Punjab. 

Perhaps Kejriwal felt that it was too easy and thus the idea of Transparency was thrown to winds and again announced candidature for the by elections of Patiala and Talwandi Sabo. Kejriwal hardly believed in training the leadership with the revolutionary idea of Transparency and it is believed that he became in hurry for the chair.

What I am saying is not without proof.

On 15-8-14 we asked 20 questions from AAP and posted them on about 60 Facebook groups.

We were surprised to find that some AAP promoted groups either didn't allow those question or were critical of the very propriety to ask such question on the 'crucial hour of elections'. Some said they were asked to damage the party.

But the party preferred to remain silent on them. Had the men been trained on Transparency the questions were rather an opportunity for the AAP to open up. Had they been committed to truth they would have volunteered to answer those questions.

One might say that the question didn't reach the core leadership. 

But the fact is even the MP level leaders had the same approach as that of any other leader of any other party. Especially it was evident in the recent elections.

Thus it shows this is any AAM party the general and not special the AAP.

We challenged him to prove his identity and answer the following questions.  Dalip Singh instead of replying like a writer hurled choicest abuses on us and showed his cowardice. Our questions to the PROs became popular among the readers  on the groups and are therefore reproducing the same for interest of our readers. Dalip's abusing reply is also reproduced below the questions.

Many of you know that I am not a Khalistani but I am pained to go through the Hindutava propaganda against  Sikhism. While opposition to Khalistan is understandable, it really hurts why should the Govt of India's PROs on internet launch a crusade against  Sikhism. But it is happening on a massive scale. I  find there are about two dozen Hindutava persons  engaged in this nefarious activity. This ID  dalip_singh@... is one of them.

Only a month  ago he was asked whether he himself is a cleanshaven  or Khalsa and that he should identify himself i.e  furnish his last address in India. Readers would be  amused to learn that he resorted to abusing the  participants. We therefore suggest our valued readers  that where ever the mailer doesn't furnish his  address, such a mail be treated as a propaganda one  and be ignored.  

However coming to his present mail, we hereby  challenge him to reply our following queries on his  mail:

1.      I  repeat my question to Lala Dalip Chand to reveal  his identity. Which place in India he comes from?

2.      Can Lala Dalip Chand (or may be Singh) tell us  whether he considers Guru Granth Sahib or Gurbani his  guru?  

3.      We tell our Lalaji to save your own extinction.  The coming age belongs to information technology where  the so called inaccessible granths would be on net.  Can Lalaji or his colleague Chanpardesi tell us what  is more threatened Truth or Falsehood? What is going to be  challenged Mannu Simriti and the host of other  anti-humanitarian scriptures or Guru Granth Sahib?  

4.      Is it not a fact that truth has never been  threatened of extinction?  

5.      Is Khalsa not called phoenix? Has it not happened  in history that there were left only a few Sikhs and  then they swarmed in numbers? (Mannu asadi datri assi  mannu de soi ; jio jio mannu wadda da assi doon sawae  hoe.) Can you just wait Lalaji the phoenix will rise  and rise very soon.  

6.       Are Sikhs (or Punjabis) of (East) Punjab not a full  fledged and fully qualified nation?  

7.      If they are nation why should they be not entitled  to self rule?  

8.       Are you against the UNO charter that nations have  the right to self rule?  

9.       What is better: Freedom or Slavery?  

10.   You say Sikhs have not right to self rule because  they have fallen in character. Can you suggest the  same thing to Hindus that they should not have right  to self rule in view of the frauds and scandals of the   Hindu politicians daily coming to light through  press?  

11.   Are there not nations smaller than the Sikhs of  Punjab which are enjoying self rule?  

12.   What are your comments on Nehru's pre- Partition  following declaration?  "I find nothing wrong if some area is demarcated in  North India where the Sikhs can also feel the glow of  freedom."  

13.   Do you know that the number of people who laid  down their lives for the freedom of India 86% were  Sikhs?  

14.   Have the Punjabis been treated well in Independent  India?  

15.   Were they (Sikh) not branded as criminals  immediately after Partition?  

16.  Did the Congressites leaders kept their promises  they made to Sikhs before Partition?  

17.  Are you aware that the Punjabis hold the highest  ever record of being the largest number of people that  were thrown to jails for their legitimate right of  language based province: Punjabi Suba?  

18.   God has blessed Punjab with five rivers. At times  they flood us and cause huge damage to life and  property. Do you feel that the international law  Riparian Rights is justified in its place that only  such people are the legitimate owners of the river or  streams which bear the damages causes by these rivers?  

19.   While our Guru tells us to provide water to the  thirsty and surely the water of Punjab rivers should  go to Rajasthan for drinking purposes. But do you feel  is it justified to snatch away Punjab waters for  cultivation to hundreds of kilometers away when 80% of  it is lost on the way?  

20.   Where the water would have been more productive in  Punjab or Rajasthan?  

21.   Are you aware 2/3 of Punjab waters is snatched  away and preferred to be spilled or evapourated?  

22.   Lalaji are you aware that the ground water table  is going down at a dangerous rate of about 1 foot per  year?  

23.   Lalaji has your Govt given the same status to the  language of Punjabi in Punjab which Bengali enjoys in  Bengal?  

24.   Lalaji have the Sikhs not given up their lives for  Khalistan in history? Do you find some parallel  tradition of martyrdom in some other nation as you  find in Sikhs?  

25.   In view of human rights and equal respects for all  faiths and creed do you find some better example of  rule other than the Sikh rule from 1765-1849?  

26.   Is the Congressite India more secular than the  rule of Maharaja Ranjit Singh?

27.  Have you not snatched away the right of separate  electorate from the minorities which they enjoyed in  British rule?  

28.   Lalaji in the 1921 census of India Punjab was one  of the top states in terms of literacy in India. Are  you aware that with the negative and discriminatory  attitude of your governements it has slipped down to  22nd position in India?  

29.   Are you Lalaji aware that even Himachal with its  tough hilly terrains is ahead of Punjab in terms of  child literacy?  

30.   Are you aware that your religionists are promoting  a number of Sant Deras with the attempt to absorb  Sikhs in Hinduism?  

31.   Don't you have a discriminatory approach to the  industry in Punjab? Don't you have tax concessions for  the industries which migrate from Punjab to Himachal?  

32.   Why the neighbouring provinces of Punjab namely  Himachal, J&K, Rajasthan, Uttranchal have enacted laws  that outsiders (Punjabis) can't buy land in these  states? Have these states not considered in principle  that Punjab was a separate State?  

33.   Are you aware that today our beloved Punjab is  drowned in drugs? Are you aware that one third of  Punjab taxable revenue comes from intoxicants? The  other day some Lalaji would ask that you Punjabis are  by habit drug addicts. I would ask them we come from  the same stock as that of our brethern in west Punjab.  Why liquor consumption in West Punjab is 1/100th of  East Punjab?  

34.   The other day (only a week ago) your Indian  Express one of the leading newspaper in India has  classed KPSGill among Nehru, Gandhi, Bhagat Singh,  Sardar Patel et al only for the simple reason that he  ordered killings of innocent Sikhs those were detained  in police stations. Does it not show your real  mindset?  

35.   In view of thrust of illiteracy, drugs dont you  feel the congressite/BJP govts are hell bent to  destroy Punjab?  

36.   May we know why you have been honouring the  following Sikhs with one or the other important Govt  post:- Dr. Gopal Singh, B.S.Ramoowalia, Jathedar  Rachhpal Singh of Delhi, Mahant Sewadas, Ajit Singh  Poohla Nihang, Jeewan Singh Umranangal? What is/was  their service/merit/qualification?  

37.   Who allowed and helped Gurbax Singh Kala Afghana  to jump bail and fly to Canada? Why he was not  arrested on his return despite serious criminal cases  were pending against him?  

38.  Constitution of India demands that in Govt  services the promotion will purely on the basis of  merit (except SC/ST of course). Why you have not  allowed to this constitution provision in case of  recruitment to army? Why you are insisting that  recruitments from Punjab should not exceed 1% or 2%?  Why you don't allow merit here?  

39.  Brahmins are 2% of the Indian population. They are  holding 15% of the top administration and political  posts. Why you did not impose restriction in case of  Brahmins but did in case of Punjabis who are found to  get enrolled in army?  

40.  MY LAST QUESTION ; LALAJI ARE WE SAFE WITH YOU?   I think for the time being this is enough dose for our  Lala Dalip Chand ji.
