 INDIAN CONSULATE CAMPS AT GURDWARAS, TEMPLES AND SCHOOLS

Indian Diplomats are violating 1961 Vienna Convention of United Nations on Diplomatic Relations.

ਕੀ ਤੁਹਾਨੂੰ ਪਤੈ ਕਿ ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਸਫਾਰਤਖਾਨੇ ਅਕਸਰ ਮੰਦਰਾਂ ਗੁਰਦੁਆਰਿਆਂ ਸਕੂਲਾਂ ਜਾਂ ਪਾਰਕਾਂ ਵਿਚ ਜੋ ਕੈਂਪ ਲਾਉਦੇ ਹਨ ਉਹ ਯੂ ਐਨ ਓ ਦੇ ਕੌਮਾਂਤਰੀ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਹੈ। ਨਿਯਮ ਮੁਤਾਬਿਕ ਸਫਾਰਤਖਾਨੇ ਅਤੇ  ਸਫੀਰਾਂ ਨੂੰ ਸਥਾਨਕ ਕਨੂੰਨ ਅਤੇ ਟੈਕਸਾਂ ਤੋਂ ਛੋਟ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ। ਸਫਾਰਤਖਾਨੇ ਦਾ ਅਹਾਤਾ ਬਾਕਾਇਦਾ ਨੋਟੀਫਾਈਡ ਹੁੰਦਾ ਹੈ, ਜਿਥੇ ਸਬੰਧਿਤ ਮੁਲਕ ਆਪਣਾ ਝੰਡਾ ਲਹਿਰਾਉਦਾ ਹੈ। ਮੇਜਬਾਨ ਮੁਲਕ ਦੇ ਅਫਸਰ ਉਸ ਅਹਾਤੇ ਵਿਚ ਬਿਨਾਂ ਸਫੀਰ ਦੀ ਆਗਿਆ ਤੋਂ ਨਹੀ ਵੜ ਸਕਦੇ।

ਪਰ ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਡਿਪਲੋਮੈਟ ਅਕਸਰ ਐਤਵਾਰ ਨੂੰ ਕਿਤੇ ਨਾ ਕਿਤੇ ਕੈਂਪ ਲਾ ਬਹਿੰਦੇ ਹਨ। ਇਹਨਾਂ ਦਾ ਕਹਿਣਾ ਹੁੰਦਾ ਹੈ ਕਿ ਉਹ ਪੈਨਸ਼ਨਰਾਂ ਨੂੰ ‘ਜਿੰਦਾ’ (ਲਾਈਵ) ਸਰਟੀਫਿਕੇਟ ਦੇਣ ਵਾਸਤੇ ਕੈਂਪ ਲਾਉਦੇ ਹਨ।ਇਹ ਵੀ ਕਿੰਨੀ ਹਾਸੋਹੀਣੀ ਗਲ ਹੈ। ਮਤਲਬ ਜੇ ਸਾਬਕਾ ਮੁਲਾਜਮ ਕਹੇ ਕਿ ਜੀ ਮੈਂ ਅਜੇ ਜਿੰਦਾ ਹਾਂ ਤਾਂ ਭਾਰਤ ਸਰਕਾਰ ਦਾ ਦਫਤਰ ਉਸ ਤੇ ਯਕੀਨ ਨਹੀ ਕਰੇਗਾ। ਕਿੰਨੀ ਸ਼ਰਮ ਵਾਲੀ ਗਲ ਹੈ ਆਪਣੇ ਨਾਗਰਿਕ ਤੇ ਭਰੋਸਾ ਨਾ ਕਰਨਾਂ।ਦੂਸਰੀ ਗਲ ਇਹ ਲੋਕਾਂ ਨੂੰ ਦਸ ਰਹੇ ਹੁੰਦੇ ਹਨ ਕਿ ਇਹ ਆਪਣੀ ਜਨਤਾ ਦਾ ਬਹੁਤ ਖਿਆਲ ਰਖਦੇ ਹਨ। “ਆਪ ਅੱਗੇ ਹੋ ਕੇ ਸਰਵਸ ਦੇ ਰਹੇ ਆਂ ਜੀ” ਇਹ ਭੁਲ ਜਾਂਦੇ ਨੇ ਭਾਰਤ ਵਿਚ ਨਾਗਰਿਕ ਨੂੰ ਕਿੰਨਾ ਖੱਜਲ ਖੁਆਰ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਜਦੋਂ ਉਹ ਕਿਸੇ ਸਰਕਾਰੀ ਦਫਤਰ ਜਾਂਦਾ ਹੈ ਤਾਂ। ਕਈ ਲੋਕ ਇਹ ਵੀ ਇਲਜਾਮ ਲਾਉਦੇ ਹਨ ਕਿ ਦਰ ਅਸਲ ਇਹਨਾਂ ਦਾ ਮਕਸਦ ਹੁੰਦਾ ਹੈ ਭਾਰਤ ਲਈ ਮੁਖਬਰ ਭਰਤੀ ਕਰਨਾਂ। ਅਜਕਲ ਇਹ ਹਿੰਦੂ ਸਿੱਖ ਵਿਚ ਪਾੜਾ ਪਾਉਣ ਦਾ ਕੰਮ ਵੀ ਕਰਦੇ ਨੇ। ਯਾਦ ਰਹੇ ਪਿਛੇ ਮੰਦਰਾਂ ਤੇ ਨਾਹਰੇ ਜਿਹੜੇ ਲਿਖੇ ਜਾਂਦੇ ਰਹੇ ਨੇ ਉਹ ਵੀ ਇਹਨਾਂ ਦਾ ਕੰਮ ਗਿਣਿਆ ਗਿਆ ਹੈ।

ਤੁਸੀ ਪੜ੍ਹ ਕੇ ਹੈਰਾਨ ਹੋਵੋਗੇ ਕਿ ਹੋਰ ਕੋਈ ਵੀ ਮੁਲਕ ਇਹਨਾਂ ਦੀ ਤਰਾਂ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨ ਲਈ ਕੈਂਪ ਨਹੀ ਲਾਉਦਾ।ਕੌਮਾਂਤਰੀ ਪੱਧਰ ਤੇ ਇਹਨੂੰ ਸ਼ੋਹਦਾਪਣ(Cheapness) ਕਿਹਾ ਜਾਂਦਾ ਹੈ ਤੇ ਅਕਸਰ ਬਗਾਨੇ ਮੁਲਕ ਇਹਨਾਂ ਦੀ ਇਸ ਕਾਰਵਾਈ (ਕੈਂਪ ਲਾਉਣਾ) ਨੂੰ ਬਰਦਾਸ਼ਤ ਕਰਦੇ ਹਨ। ਪਰ ਜਦੋਂ ਇਹਨਾਂ ਖਿਲਾਫ ਮੁਜਾਹਰਾ ਹੋ ਜਾਵੇ ਤਾਂ ਸਥਾਨਕ ਪੁਲਸ ਇਹਨਾਂ ਨੂੰ ਬੜੀ ਨਿਮ੍ਰਤਾ ਨਾਲ ਕਹਿ ਦਿੰਦੀ ਹੈ ਕਿ ਇਥੋਂ ਖਿਸਕ ਜਾਓ। ਕੀ ਇੱਜਤ ਰਹਿੰਦੀ ਹੋਵੇਗੀ ਸਫੀਰ ਦੀ।ਉਹ ਪੁਲਿਸ ਜਿਹੜੀ ਸਫਾਰਤਖਾਨੇ ਵਿਚ ਵੜ੍ਹ ਨਹੀ ਸਕਦੀ ਇਹਨਾਂ ਨੂੰ ਦੌੜਾ ਦਿੰਦੀ ਹੈ।

ਅਸੀ ਪਾਠਕਾਂ ਨੂੰ ਦਸਣਾ ਚਾਹੁੰਦੇ ਹਾਂ ਕਿ ਜਦੋਂ ਇਹ ਕੈਂਪ ਲਾ ਕੇ ਬੈਠੇ ਹੁੰਦੇ ਹਨ ਉਦੋਂ ਇਹਨਾਂ ਦੀ ਅਥਾਰਟੀ ਕਿਸੇ ਸਥਾਨਕ ਨਾਗਰਿਕ ਤੋਂ ਵੱਧ ਨਹੀ ਹੁੰਦੀ ਕਿਉਕਿ ਡਿਪਲੋਮੈਟ ਦੀ ਅਥਾਰਟੀ ਹਾਸਲ ਕਰਨ ਲਈ ਇਹਨਾਂ ਨੂੰ ਆਪਣਾ ਅਹਾਤਾ ਬਕਾਇਦਾ ਸਥਾਨਕ ਸਰਕਾਰ ਕੋਲ ਨੋਟੀਫਾਈ ਕਰਨਾਂ ਹੁੰਦਾ ਹੈ ਤੇ ਉਤੇ ਦੇਸ ਦਾ ਝੰਡਾ ਲਾਉਣਾ ਹੁੰਦਾ ਹੈ।

Indian Diplomats are violating 1961 Vienna Convention of United Nations on Diplomatic Relations.

On Sunday the May 31, 2026,  Indian Consulate had opened camp office at Manor Park, Primary Academy, Sutton London ostensibly to issue ‘Alive’ certificates to Indians. But  the Khalistani were protesting and alleging that it is an espionage camp to recruit informers. London police intervened and camp office was closed.

On several occasions it has been a law and order issue as the Khalistanis would oppose such camps. Similar incidence occurred at Hindu Sabha Temple in Brampton, Ontario in Nov 2024 and Surrey in Canada. In fact almost on every month on some Sunday the Indian diplomats hold camp offices in Hindu temple, Sikh gurdwaras and sometimes in schools in the countries like Canada, UK, Australia, USA some European and Middle East countries.  Here in Brisbane such a camp was to be oragnised on  Nov. 23, 2025 at Singh Sabha Gurdwara, Taigum, Brisbane. But a section of Sikhs opposed and the camp was cancelled.

Overall, one may feel, the camp activity of the Indian diplomats is rather too much. For example Australia has 3^rd largest number of immigrants from China which has never held such a camp and the same is true of many other Asian and African countries. This notwithstanding allegations of Indian diplomats involvement of spy and criminal activities detected in Canada, Australia and UK.

Also instances have come to our notice where the high commission is issuing instructions to temple and Gurdwara managements in Australia. It is a clear case of interference in the governance of host country. When any institution ignores their dictates, they create chaos  deploying their secret touts which are in large numbers overseas.. 

If we closely examine, such diplomatic activities on a foreign land we find it is violative of United Nations’s 1961 Vienna Convention on Diplomatic Relations (Convention).

As per Convention the mission or the duty  of a diplomat is to promote friendly relations between his parent and host country.

Now the question arises, in the organisation of such camps how the relations with host country are being promoted? The obvious answer is none. Here the diplomat is giving service to the citizens of the parent country (of course, If we set aside allegations of espionage). But in the process creating law and order problems for the host country.

As per Convention the diplomat is granted immunity from the local laws. He informs of the address of premises of his office and also hoists flag of his parent country. As per Convention the host country refrains from entering and  interfering in the designated premises.

Now what would be the Convention (legal) position of the Camp which the diplomat organises without informing or getting permission of the host country? Practically, the diplomat looses the immunity clause. Because it has been seen, in such camps the local police has to intervene when some people object to such a camp. This virtually amounts to unbecoming of a diplomat as his dignity is compromised.

Now for example, the Indian Consulate office in Brisbane is less than 20 kms from Taigum Singh Sabha Gurdwara, and the Queensland Govt provides free bus service. Then why should the Consulate organise a camp at Taigum Singh Sabha and that too on Sunday? Will it not give ground to suspicion on espionage? And the other question of course: how does it promote India’s relations with Australia? So is it not violation of Convention?

Is this not magnanimity or big-heartedness of the host country? Yes it is. Indian diplomats are aggressive on this issue and the host countries have never ever objected to such activities except when objected by local citizens. Indian diplomats should understand it. – Bhabishan Singh Goraya
