SIDHU PROVES HIS MATTLE - EMERGES 3RD POWERFUL LEADER OF PUNJAB

Navjot Singh Sidhu a cricketer turned politician and present MP of Amritsar constituency was facing a ticklish situation because;
1.    RSS and BJP and some elements in Congress ( like OP Soni MLA & Raj Kumar) are inimical to the development and very recently RSS opposed widening of a small part of road i.e. 150 meters long where the affected landowners had even received the compensation after they had last even in Supreme Court.

2.    This was enough for Badal clan to clandestinely divert funds to Malwa region which rightfully belonged to Amritsar.
3.    BJP was some how planning to shift him to some other constituency which was to his liking. Also the new regime in BJP had grossly ignored him. BJP even promoted some people who had not supported him during election due to communal reasons.
4.    That Sidhu had remained absent from his constituency for a long time busy in shooting TV serials in Bombay and while he was away there were posters making political fun of his continued absence.
Under these compelling circumstances he virtually rebelled and exposed many a skeletons in the SAD/BJP cupboard. An astute politician he blamed SAD sparing his own BJP and finally proved that it is the BJP which wants him and not that it is Sidhu who needs BJP. He thus becomes the first politician to assert after many years of murky politics of East Punjab and thus proved his mettle and emerges among the top politicians of Punjab after P.S.Badal and Captain Amrinder Singh.

Sidhu pulls a fast one, calls off proposed hunger stir

AMRITSAR: BJP MP from Amritsar Navjot Singh Sidhu on Saturday called off his proposed fast-unto-death after receiving a written assurance from Punjab chief minister Parkash Singh Badal that developmental work would be carried out in the holy city of Amritsar in a time-bound manner.

Sidhu had received Badal's letter on Friday late evening but he chose to call off the scheduled fast on Saturday morning even though there was no preparation made for the hunger stir till late Friday night at Hall Gate, venue for the protest.

Ironically, the promise made by the CM was identical to an announcement made by deputy chief minister Sukhbir Badal at a press conference here on September 10, wherein he listed developmental work plans for the city and the time needed for the implementation of projects. "I am not happy but I am satisfied, I welcome it," this is how Sidhu reacted while showing the copy of Badal's letter to the media on Saturday. Significantly, no prominent BJP leader from Amritsar was present during Sidhu's media interaction.

Sidhu, who remained composed and kept on expressing gratitude towards Badal during the entire meet, regretted that despite being the voice of 15 lakh people of his constituency, the state government forced him to announce the extreme step following which a meeting was held and the letter sent to him.

He said still a lot more was needed to be done. "The biggest room in this world is the room for improvement," he said.

Justifying his decision, the cricketer-turned-politician said he didn't have any personal issue or ego but he wanted to fight for the development of Amritsar. "Amritsar first is the aim and motive of my life," he said.

"I regret to say that whatever issue I raise is tagged as Sidhu's issue and left behind. This is wrong, I have no personal issues," he said. Sidhu reiterated his demand for giving special status to Amritsar and urged the government to convene a special session of Punjab assembly to pass a resolution clearing special funds to the city.

He said he wanted to see who would oppose the resolution and if there was no opposition then development of Amritsar should get a boost.

Sulking about not being consulted on projects for Amritsar, Sidhu said, "There should be involvement of elected representatives as they are the mandate of people. It is murder of democracy if an MP is not invited or involved in the decision making process of his/her constituency".

He said he would also hold a meeting with Badal to discuss a few projects. The former Test player also expressed satisfaction that the government had informed him that part of the funds transferred out of Amritsar had been restored.

"Bahut der kar di meharban aatay aatay, par darust ayae (It has taken a long time to come, but better late than never)," he said when asked about the delay in conceding his demands by the government.

About contesting the coming Lok Sabha elections, Sidhu said he had never sought a party ticket, and it was up to the party to decide.

Top 10 most unhealthy, cancer-causing foods – never eat these again!

Most processed meat products, including lunch meats, bacon, sausage, and hot dogs, contain chemical preservatives that make them appear fresh and appealing, but that can also cause cancer. The extension of tax concessions comprising capital investment and freight subsidy to Himachal Pradesh and Uttarakhand has come as a severe blow to Punjab. At a time when the state is struggling to get new investment and contain the flight of industry to tax-exempt states, the development will only make the going tough for Punjab.

Punjab has been the worst sufferer of regional economic disparity arising out of “preferential” treatment to hill states in its vicinity, Himachal Pradesh, Uttarakhand and Jammu and Kashmir. The Centre with a view to accelerating growth in these states, offered them tax concessions without realising that the move would make investment in Punjab unviable. But just as Punjab was hoping that tax concessions would not be extended, the Centre has gone ahead with the move.

While the concessions for Jammu and Kashmir were extended in June, Himachal Pradesh and Uttarakhand were given an extension yesterday. The package was withdrawn from both the states in March 2010, but concessions on capital investment, which entails a capital investment subsidy at 30 per cent of the value of plant and machinery and a freight subsidy (75 per cent subsidy on transfer of goods from the production unit to the designate rail head), continued till January this year. These have again been restored.

Punjab Industries Minister Anil Joshi told The Tribune that the move was discriminatory. “This shows that the Congress-led UPA government is hell bent on wiping out industry from the state. I had sought an appointment from Commerce Minister Anand Sharma on several occasions, but he did not even meet me. The Centre is creating an atmosphere where Punjab cannot grow at all,” he alleged.

Punjab is witnessing a phase of low growth. Industrial investment has been on the decline. The contribution of the manufacturing sector to the Gross State Domestic Product (GSDP) is 6.8 per cent. In the past two years, the state’s industrial growth has remained stagnant. The state government had recently announced a slew of fiscal concessions to fresh investment as part of its new industrial policy. But this extension of sops to neighbouring states will negate the concessions offered by the state government. Gunbir Singh, member, CII National Council on Governance, and a businessman from Amritsar, said the move was unfair. “Punjab has seen shifting of industry and investment to these hill states. Even Punjab-based units have relocated in these tax-exempt areas to reap the benefits. Given the need for fresh investment in Punjab to give boost to its economy, this extension is a major setback for the state," he said.

It may be mentioned that the Ministry of Finance was not keen on extending area-based exemptions to the north-east and hill states as the revenue foregone because of these exemptions was Rs 18,500 crore in 2012-13. The total subsidy received by Himachal Pradesh till March 2013 was Rs 156.27 crore while the subsidy received by Jammu and Kashmir was Rs 106 crore.

Challenging the grant of tax sops to the hill states in the Supreme Court, the Punjab Government has maintained that 274 industrial units, involving an investment of Rs 3,679.79 crore, moved out of the state because of tax concessions in the neighbouring states. Ludhiana was the worst-hit with investment worth Rs 2,027.34 crore shifting to other states while Malerkotla lost an investment of Rs 742.50 crore and Gurdaspur/Batala suffered a loss of Rs 461.11 crore.

The total investment shifted out of Amritsar was Rs 188.50 crore. The units that moved out of Punjab dealt with the textile, steel and pharmaceutical sectors. The state government has also maintained that because of this reason, there has been a considerable decline in central excise contribution from Punjab. From Rs 2,786.46 crore in 2003-04, the collection fell to just Rs 661.83 crore in 2010-11.

Information accessed from the approved annual plan of Himachal Pradesh reveals that since the industrial package was announced for the state in 2003-04, the state received investment worth Rs 13,509.77 crore with setting up of over 3,800 industrial units. The contribution of industry to the GSDP in Himachal Pradesh is 16 per cent as against 6.8 per cent in Punjab and the per capita annual investment has risen from Rs 2,196.45 to Rs 4,442.25. This shows that the hill state has been growing rapidly ever since the industrial package was announced.

DL Sharma, president of the Punjab state council of the CII and the Vardhman Group, said new investment would continue to go to these hill states as the capital incentive subsidy was huge. The freight subsidy would also continue to make these states far better place to do business, he said, adding that the Centre could have at least granted these sops in the border districts of Punjab.

Union Commerce and Industries Minister Anand Sharma on Sunday announced continuation of capital investment subsidy and transport subsidy to Himachal Pradesh, sanctioned new projects involving an investment of over Rs 170 crore and granted in-principle approval to seven more projects worth about Rs 165 crore.

The capital investment subsidy to the state, which expired on January 7 this year, would now continue till March 31, 2017, and a new more liberal scheme would replace the existing transport subsidy scheme. The capital investment subsidy was a major component of the expired industrial package.

Regarding the exemption in excise duty and other components of the package, Sharma said Chief Minister Virbhadra Singh had made a strong case and his ministry had made a favourable recommendation for restoration of the package to Himachal Pradesh and Uttarakhand. Sharma had also taken up the matter with the Prime Minister and the Finance Minister. Sharma also announced setting up of the first regional centre of Indian Institute of Foreign Trade, Kolkata, for capacity building of small and medium enterprise near Shimla at a cost of Rs 30 crore. The state government will provide 5 acres for the institute, which would also offer part-time MBA and other courses.

The new schemes sanctioned included a Rs 16.5-crore apple juice concentrate (AJC) plant at Gumma; Rs 12 crore project to upgrade of AJC plant at Parwanoo; a Rs 27 crore warehousing project, Rs 8 crore composite pharmaceutical testing laboratory and Rs 11 crore container parking facility -- all at Baddi; Rs 12.34 crore electrical infrastructure development project and Rs 20 crore common effluent treatment plant at Kala Amb and Rs 16.35 crore power supply up-gradation project for Baddi.

Sharma said the ministry had granted in principle approval to seven more projects that would be sanctioned after the state completed the required documentation. These include a Rs 15-crore common effluent treatment plant at Taliwal; Rs 20 crore Gondpur road up-gradation project; Rs 15 crore project to strengthen power transmission and distribution system in Taliwal; and a Rs 15-crore power infrastructure project for Paonta Sahib. Besides, three integrated townships have also been proposed to be set up at Pandoga in Una, Dabhota in Solan and Kandrori in Kangra at a cost of about Rs 100 crore.

He said work on the Rs 17-crore spice park at Nadaun that was delayed due to the failure of the previous BJP regime to provide land would start soon. An extension centre of the park would be set up in Sirmour district.

Member of Parliament Navjot Singh Sidhu today said “certain forces” did not want him to contest the next Lok Sabha elections from the Amritsar constituency. He, however, refused to name anybody.

Talking to The Tribune on phone from Delhi, Sidhu said, “I have gauged their intentions, which are very clear. They don’t want me to fight from the Amritsar Lok Sabha seat. I am ready to step aside and also willing to campaign for the person fielded by them. However, I will request them not to create hurdles in the holy city’s development.”

The cricketer-turned-politician claimed there were some people who felt insecure and were blocking Amritsar’s development. “They are blocking development merely to stop a person. Why this insecurity?” he asked, reiterating that he was ready to make the sacrifice for the alliance.

“I have not joined politics for making any personal gains. On the contrary, I left my flourishing career to take up politics as a mission.” He said he had no fear as he knew he did nothing wrong and was fighting for the truth.

Sidhu said he had already brought the issue of scuttling of his pet projects to the notice of some of the top BJP leaders in New Delhi. He said he had never resorted to anti-party activities and never breached the coalition dharma. “I spoke out now as Amritsar’s development was at stake and my commitment to this constituency was being questioned. The people must remember that I contested from Amritsar when nobody was ready to face senior Congress leader RL Bhatia. I won the election for the party in 13 days,” he said.

Sidhu termed the diversion of funds meant for Amritsar to other towns as “totally illegal” and “autocratic”. He questioned the rationale of keeping the Amritsar Improvement Trust funds amounting to over Rs 100 crore unused while various city projects were hanging fire.

Chandigarh, April 20
The Union Civil Aviation Minister, Mr Praful Patel,
has not kept the promises he made for upgrading
Amritsar international airport as well as introducing
more passenger flights from there for the convenience
of Punjabis, rues Mr Manohar Singh Gill, MP.

While new international flights have been introduced
from Nagpur and Pune, the Civil Aviation Ministry
failed to start an Air-India flight from Amritsar to
the Middle East in April. Likewise, Mr Gill alleged,
Jet Airways had not been able to start its proposed
Amritsar-London flight so far. Little had been done to
implement other demands conceded by the Ministry,
including direct flights from Amritsar to Toronto and
Vancouver, some months ago.

Talking to The Tribune, Mr Gill, a former Chief
Election Commissioner and now a member of the Rajya
Sabha from Punjab, said that while other cities were
being given special treatment, Punjab's only
international airport in Amritsar was being denied its
due.

"I have had several meetings both with the Union Civil
Aviation Minister and senior officials in the
ministry. They made many promises. But now at the end
of April, when most of the agreed demands were to be
implemented, I find nothing on the ground," alleged Mr
Gill.

"I have nothing against expansion and the introduction
of new flights from other states, but at the same time
Punjab should be given its due," he added.

"In December, I had written a letter to the Union
Defence Minister, Mr Pranab Mukherjee, suggesting the
removal of some old Army barracks from the precincts
of Amritsar airport. The Airport Authority of India
had offered not only to relocate these barracks but
also undertake their construction and hand these over
to the Army.

"The Ministry of Defence has done nothing so far. I am
going to raise the issue when Parliament starts its
session again next month. I am going to argue why the
liberal treatment given to other states should not be
extended to Punjab in the aviation sector. Amritsar
continues to be badly connected. New flights cannot be
introduced because of the lack of adequate
infrastructure and facilities," added Mr Gill.

Many international air carriers were eyeing Amritsar
as a potential destination, but because of the lack of
the required response from both the Ministry of Civil
Aviation and the Airport Authority, progress had been
negligible.

Amritsar airport recorded the highest growth (82.5 per
cent) in passenger traffic in the country last year.
Among various air carriers waiting for permission to
introduce international flights from Amritsar is Jet
Airways. From May 1, Air-India is going to double the
frequency of its Delhi-Amritsar-Birmingham-Toronto
flight to six days a week.

Prime minister of India had announced setting up of
Special Economic Zone for Amritsar. Interestingly it
were mostly the Hindu population who was to gain from
this but the Hindutava agencies including Tribune
Newspaper group opposed the setting up of SEZ, in
Amritsar where they said the law and order situation
prevailed. Fortunately the BJP MP and cricketer Navjot
Sidhu took up the matter and the Govt had to yield and
they have now issued the necessary notification. It
may be an election gimmick. Because the Punjab Govt
fully understands that the Centre does not want any
industry or business in Amritsar. Even the Punjab Govt
had only a fortnight ago stretigically protested at
the Centres attitude towards Punjab in General and
Amritsar in Particular. I dont think the SEZ will
succeed in Amritsar. The industry is shifting at a
fast pace to neighbouring states where the Govt has
declared tax holiday for 10-15 years to attract Punjab

The much-awaited SEZ dream project announced by the
Prime Minister Dr Manmohan Singh, two years ago for
the holy city has finally been notified by the
Department of Industry and Commerce.

The government issued a mandatory land acquisition
notice in leading newspapers today for setting up a
special economic zone. Around 1,217 acres in the
vicinity of villages Manawala, Rakhjheeta, Mehma,
Pandori, Jheeta Kalan, Jheeta Khurd and Bhagtupura on
the Amritsar-Jalandhar road have to be aquired for DLF
Universal Limited, the promoter of this prestigious
project.

Mr Navjot Singh Sidhu, local BJP MP, said that though
it was a belated move on the part of the government,
his sustained and consistent efforts had finally bore
fruits.

Welcoming the notification to acquire 1,217 acres, he
said that it would have been in the interest of the
local industry if the government had notified 5,000
acres for a multi-product SEZ, which would have been
highly beneficial for the region.

Mr Sidhu hoped that this would trigger economic
revival of the beleaguered border district and would
generate employment opportunities for the youth.

Mr Gunbir Singh, Chairman, CII Amritsar Zone, termed
this development as a step in the right direction.

He said that this was the way forward in implementing
a long standing promise of the Prime Minister to the citizens.
