  AKAL TAKHAT JATHEDAR ADVISES SIKH NATION TO HAVE 4 KIDS PER COUPLE
This is the Hola Mohalla message of Jathedar in view of depleting Sikh growth rate which is 0.9% per annum while the Hindu average is about 2.0% and Muslim more than 3%. If this trend is not changed the Punjabis will become minority in Punjab in near future.

Lakhs of devotees paid obeisance at Takht Sri Kesgarh Sahib on the concluding day of the six-day Hola Mohalla here yesterday. 
A display of horse-riding skills and martial arts by nihangs remained some of the highlights. The most sought-after event was a procession of nihang groups, including the Budha Dal, Harian Velan, Damdami Taksal and the Tarna Dal. 
The Shiromani Gurdwara Parbandhak Committee’s (SGPC) procession was led by Sri Akal Takht Sahib Jathedar Giani Gurbachan Singh and Takht Sri Kesgarh Sahib Jathedar Giani Mall Singh. 
After the bhog ceremony of Sri Akhand Path, Akal Takht Jathedar Giani Gurbachan Singh asked the devotees to fight social evils such as drug addiction and female foeticide. 
While exhibiting their skills, the Nihangs sprayed colours on the devotees. The procession concluded at the Charanganga Stadium. The Akal Takht Jathedar, in his message to the community, gave a call to Sikh couples to have four children. 
This has started a debate within the community with some Sikh scholars opposing the move. Giani Gurbachan Singh expressed concern over the “decline” in the Sikh population. 
The Sikh population has reduced substantially since the times of Sikh Gurus, he said. “The government in the past propagated family planning with the slogan of ‘Hum do, hamare do’ and since then, the number of Sikhs has been on the decline,” he said.

THEY KEEP COOL DESPITE BALMIKI PROVOCATIONS. PROUD OF SIKHS 

SIKHS DEFEAT HINDUTAVA CONSPIRACY  ONCE AGAIN

Govt of India's secret agencies in league with Hindu terrorist organisation the RSS have been conspiring communal riots in Punjab with a view to divide the Punjabis and 'thus counter the Khalistan movement.' Initially (right after 1947) they tried some urban Hindu castes to rise against Sikhs.The Hindutava met with a partial success only. The urban Hindu refused to be violent though their minds were poisoned against Sikhs. 
After 1980 or so the Hindutava tried to field some dalit or depressed castes like the Balmikis and Ravidasias against Sikhs. In Nov 1984 at the time of Indira Gandhis killing some Balmikis were instigated to attack Sikhs in Gurdaspur but the Balmikis virtually refused to be tools except one or two  minor skirmishes.
There have been several instances where the  Balmikis and Ravidasias were pitted against Sikhs. The Aug. 2005  violence by Balmikis is an interesting  case which will unfold the entire conspiracy.
A Balmiki youth was murdered by Jaats of Tohana in Haryana. While the protest of Balmikis of Haryana was not noteworthy their brethren in Punjab were provoked to attack Gurdwaras in Jalandhar. The illiterate and innocent Balmikis were told that the murder in Tohana was the work of Jatts and Sikhs means Jatts and they attacked Sikh institutions. It was a Congress Govt in Punjab then and no legal action was taken against the violent mobs.
Since the Parliament elections in India are announced, we apprehend similar cases of provocation of mob violence might be witnessed in coming weeks. An important related development has also taken place where the Akali Govt in Punjab has tried to woo the Balmikis by announcing millions of grants for Ram Tirath, the Congress might not take this lightly as Balmikis and Ravidasias are considered as traditional vote bank of Congress.  
We are proud of the Sikh community which have not taken law into their hands despite provocation by innocent Balmikis. We urge the Sikhs to maintain this manly trait and avoid retaliation at any cost. We are proud of them. The Balmikis and Ravidasias are our brothers though these innocent are being provoked by Hindutava. Brave people never attack the week. We request the respective leaders of Balmikis and Ravidasias to please dissuade the community against taking law into their hands.

The velocity and style by which Navjot Singh Sidhu entered the political realm of Punjab had alerted  many political eagle eyes which were focused on the Chandigarh throne.
Though Sidhu chanted 'father' father' for P.S. Badal but Badal was no political simpleton to understand the meaning of father. He fully realised the potential dangers of Sidhu.
To corner Sidhu Badal got strength from unexpected quarters i.e RSS. The RSS had realised in the last decade that Sidhu was a major obstacle in the implementation of its Amritsar agenda.
The third move was from none else than Sidhu himself.  In his way he tried to pacify the two by remaining absent from Amritsar. He might have thought that money can make the mare go in every case. But alas!! he erred and got distanced himself from the Amritsar masses.
Now Lok Sabha ticket stands denied to Sidhu but of course he has been given a lollipop of Rajya Sabha berth. Sidhu fully knows what do promises in politics mean. But the man in dark is left with not many options. He is brave no doubt but not enough to jump in poll arena where defeat appears imminent.
Our Amritsar hero can at the best become a minister if BJP comes to power but dream of reaching heights is gone.
Badal politics thus has another toll.
He can definitely now dominate 'Kapal's Comedy Show'. SHAA JAYEGA GURUUUUU but sorry to say second to Kapal Sharma.

FLOPPING OF CONGRESS'S RELAY FAST - NOTHING UNUSUAL

It will be biggest joke if there comes a news that Congress leaders will undertake fast for a demand which is in the interest of Punjab. And this joke was in news recently. The Congress party decided to hold relay fast in Chandigarh demanding CBI inquiry into drug smuggling case after a drug lord Jagdish Bhola revealed some political names.

This notwithstanding that the CBI is under the jurisdiction of Central Govt and it can inquire into any case at its own. So much in the past there have been many examples where CBI undertook investigations at the discomfort of state Govts. Even the Congress's prince whom they are projecting as Prime ministerial candidate had divulged two years ago that he has secret reports that about 70% youth of Punjab was addicted to drugs. Had the Congress been sincere towards Punjab it could have launched CBI inquiry then itself. But we all knew that those were crocodile tears that Rahul was shedding.

Yet the naive Congressites commenced relay fast on Jan. 19, 2014 with much pomp and show.
No surprise for the Punjabis the congressites could not arrange 30 workers who could remain hungry for a day. And the fast flopped for want of 'fasters'.

Readers are aware how any talk of interest of the Punjab is considered as treason for the Congressites of Punjab. Obviously they have remained silent when their own Govt in Centre extended the subsidies to Punjab industries that will shift to neigbouring states. Just a one example but there are thousands in deed.

How can u hold Akali leaders responsible for Operation Blue Star? Govt had planned attack many months before. Circulation of a forged letter of Harchand Singh Longowal to RKDhawan is also their work. To distract the attention of the Sikhs from the real culprit i.e Indira family or Congress, they r claiming that the Akali's held secret meetings with Govt. What is the fun in claiming that. U take out a person from prison to some location and talk with him. That doesn't mean he is a traitor. What he said is important. The Congress should come out with the deliberation that took place in the meeting. I have met  leaders who were in these meetings on the contrary they hold the grudge that Badal and Akali never came to the point during the meetings.

  • Two years ago the Congress prince Rahul said in Chandigarh that 70% of Punjab youth is addict. Almost in those very days when the Excise Commissioner was asked, "why you catch only small smugglers and coolies?" the commissioner had then replied that the big smugglers are stationed at Chandigarh and Delhi. Besides the Punjab Congressites shedding crocodile tears on the incidence of drug smuggling in Punjab and demanding that the case be handed over to CBI. Now the question arises who is preventing the CBI inquiry when have Govt in the Centre and it is the Centre which has jurisdiction over CBI. So why dont you straightaway launch CBI inquiry? The fact is drugs are the gift of Congressites to people.

Devote Hindus have been using the Devnagari alphabet letter cum symbol OM for spiritual powers. Since Hindus believe in plurality of gods, Guru Nanak to clarify his concept used the Gurmukhi letter of  O or Urra and to emphasise on Oneness of God prefixed digit 1 one before it. Further to clarify that Sikhism believes in such God who is omnipresent Guru used the kaar the line.

Can you believe that the Union Govt of India sanctioned Rs. 50 Crore to RSS for such activities i.e attempting to absorb Sikhism in Hinduism?
But this has happened in India where millions sleep without dinner but the Govt spends for such things.

We offered them to revise the ballot provided they gave us information about the damage done by Badal. On March 20, 2000 when USA President Bill Clinton was to visit India, Indian army (suspected) killed 35 innocent Sikhs and blamed Pakistani terrorists. However the following day at Pathribal they killed 5 innocent Kashmiri youth and blamed that these were the killers of Chittisinghpora. The Kashmiri Muslims protested at the killing of 5 youth and the case was handed over to CBI. The CBI held 5 army officers responsible for it. Recently the Army has exonerated the Army officers closed the case and there is lot of hue and cry over the army decision. Kashmir will be observing hartal for tomorrow. Here are the relevant paper clipping. The point worth note is that there is cry for 5 but no voice being raised by any Sikh politician over the massacre of 35 Sikhs. On March 25, 2000, soldiers of India's army attacked a hut in a village called Pathribal, in Anantnag, Jammu and Kashmir. The army claimed they killed LeT militants who had massacred Sikhs in Chattisinghpora village on the eve of then-US President Bill Clinton's visit to India.

Five charred bodies were buried separately, without postmortem investigations. Contrary to the military's claim, people said that local villagers had been killed in a fake encounter. Five days later, the bodies were exhumed and an investigation began. Eventually, the CBI led the probe and, in 2012, told a Supreme Court bench that the Pathribal affair was a cold-blooded fake encounter. Was the claimed identity of the Sikhs' killers also fake?

The military offered to prosecute the accused soldiers on its own, in 2012. Now it says no punishment is possible, as there is no evidence. The Army's self-acquittal of the Pathribal accused is a continuation of the cover ups of human rights violations in J&K and India's northeast, where the military has a free hand in dealing out "justice" as it deems fit. This is a blot on our democracy.

The J&K government says that it could go to the civilian courts to try the military in the Pathribal case. It should. The Army should not get away with grave crimes against citizens of India. In some parts officially declared "disturbed", the military can, literally, get away with murder.

That is because the Armed Forces Special Powers Act (AFSPA) gives the military unfettered rights to search, detain, arrest without warrant and shoot to kill in these areas. Section 6 of AFSPA gives them immunity from the law. No country can afford to keep a law like this, which has been abused thousands of times, and call itself a functioning democracy. The Indian Army has not covered itself with glory by closing the cases against the officers involved in the infamous Pathribal fake encounter in Jammu and Kashmir in which five civilians were killed. Taking over the investigation of the case after an uproar over the 2000 incident, the Central Bureau of Investigation concluded that a Brigadier, a Lieutenant Colonel, two Majors, and a Subedar of 7 Rashtriya Rifles had staged the encounter, picking up civilians from the Anantnag area and killing them in cold blood. They lied to the police that the five were foreign militants who had carried out the massacre of Sikhs in Chattisinghpora a few days earlier. Backed by the Ministry of Defence and the Army top brass, the officers named contested the CBI charge sheet, making the argument that under the Armed Forces Special Powers Act, prior sanction was required to prosecute them. When the legal battle reached its portals, the Supreme Court upheld the officers’ case. It also directed the Army to either sanction the prosecution of the officers or court-martial them. The Army was offered the same options back in 2001, but chose to prolong the legal battle. This time, its back to the wall, it chose the latter option. The Army court has egregiously concluded that “the evidence recorded could not establish a prima facie case against any of the accused.” The finding flies in the face of the CBI investigation, but that was only to be expected. The last hope the families of the dead had that justice might be done, lies buried.

It was only in December 2013 that the Army was patting itself on the back for ordering the court martial of three officers involved in the Machchil fake encounter case, citing that as evidence of its willingness to improve its human rights record. But the Pathribal case, through all its legal twists and turns, ending in the exoneration of the accused officers, sends exactly the opposite message. It is a textbook illustration of why the AFSPA is flawed, and strengthens the case to do away with the provision that requires “previous sanction” from the Central government for prosecution, if not to repeal the law itself. The Army’s whitewash job can only increase resentment against the military in Kashmir, and feed into the sense of alienation. Chief Minister Omar Abdullah, who understands this well, has rightly said Pathribal “can’t be closed or wished away”. The leader of the National Conference, already criticised as a Congress “stooge”, will have to face the political backlash from the exoneration. If the Centre is serious about winning hearts and minds in Kashmir, it should step in to undo the damage, and find a legal way to reopen the case and pave the way for a civilian trial.

Pathribal fake encounter: Hurriyat (M) calls for shutdown on Friday

SRINAGAR: The Mirwaiz Umar Farooq-led Hurriyat Conference Wednesday called for a shutdown on Friday against the closure of Pathribal fake encounter case by Indian army while appealing imams( prayer leaders) to raise their voice  on the issue during their sermons.
Speaking during a seminar at party headquarters here, amalgam leaders condemned the Army closure of the Pathribal fake encounter case and termed the Armed Forces Special Powers Act(AFSPA) as “license to kill for forces.”
The seminar was chaired by senior leader Moulana Mohammad Abbas Ansari  and was organized to  highlight the “injustices committed against Kashmiris under draconian laws like AFSPA ” and devise a strategy to challenge the Army’s clean chit to its men in the Pathribal fake encounter. 
“There is no dispute that five innocent people were killed in Pathribal fake encounter. But Indian army through the court martial is trying to create doubts in people’s minds while saying it was a joint operation conducted by police and army  and also invoking so- called lack of evidence to shield its men,” senior lawyer and former president High Court Bar Association, Nazir Ahmad Ronga, said.
Ronga also said that the Hurriyat leadership could help the victims by framing a strategy to plead the Pathribal fake encounter case in High Court.
“There are now only two ways to provide justice to the victims: either the  Jammu and Kashmir government could challenge the order in court or the victims’ families can challenge the court martial order on their own in the court,” he said.
He also appealed pro-freedom leaders to stand united at this point of time so that “victims do not feel alone in their tragedy.”
Other speakers termed the AFSPA and other “draconian laws  protecting the Indian army as a license to kill innocent Kashmiris.”
They also said that the exoneration of Army men in Pathribal had substantiated claims that Kashmir was
“run by the army and the pro-Indian politicians were  just frontline sub-ordinates.”
Speaking on the occasion senior pro-freedom leader and chairman Jammu and Kashmir Liberation Front (JKLF-H), Javid Ahmad Mir said the sacrifices rendered by the people of Kashmir should not be allowed to go  waste at any cost and  that it was high time for a “united stand to protest the army’s verdict.”
“Let us protest in New Delhi before international human rights agencies, embassies and other places so that they would ponder over the grave human rights violations in Kashmir,” Mir said.
Senior Hurriyat (M) leaders Moulvi Abbas Hussain Ansari, Abdul Manaan Bukhari, Syed Saleem Geelani also spoke on the occasion.

One of the Chief Congressites leaders of Punjab Mrs. Rajinder Kaur Bhathal (Ex CM) says the Akali Govt of the Punjab didn't properly send the case to Centre, "A whole file is to be processed and sent to Congress." She claims a lone letter wouldn't do it. She alleges the Akalis sent only a letter.

Perhaps she wants to convey that the Akalis didn't fix wheels below the feel. Fixing of wheels in the local parlance means greasing of palm of officials. Perhaps she wants to say the Akali Govt didn't please the officials.

Since I too was humble Govt officer and am fully conversant with the official correspondence. It is only a letter through which one office communicates with the other and file obviously remains behind as the record. But God know what Mrs. Bhathal means by that.

Mind it when the Centre Govt decided to shift Punjab industry in the neighbourhood, it was Congress Govt in the state. God knows why couldn't the Congressites process the file then?

The Cabinet Committee on Economic Affairs (CCEA) today extended the special industrial package for Himachal Pradesh and Uttarakhand till 2017, a move that will boost industrialisation and create more employment in the two hilly states.

Both the states have seen phenomenal growth in investment and industrial growth in the last 10 years due to the package. However, the neighbouring states like Punjab have been opposing the extension of the package on the plea that it is driving industry out of the state towards the hilly states because of special incentives.

Welcoming the decision to extend the package, Commerce and Industry Minister Anand Sharma said this would generate gainful employment, especially for the rural youth. “It will also give a fillip to manufacturing and the small and medium enterprises in these two states”, he said.

A special package for industrial development in both the states was extended by the government in 2003 as these states were lagging in industrial growth. In 2007, it was curtailed, before being restored till 2010. The capital investment subsidy was one of the major components of a special industrial package offered to the states by the union government.

The objective of the policy announced in 2003 was to provide the required incentives as well as enabling environment for industrial development, improve availability of capital and increase market access to provide fillip to private investment.

Boost to industry

    All new industrial units and existing units on substantial expansion would be eligible for central capital subsidy at the rate of 15 per cent of their investment
    Subsidy would be available to units located in notified areas as well as to “thrust industries”.

Punjab sulks

The move reflects the discriminatory attitude of the Centre towards Punjab. Our state has suffered a lot due to militancy, tax concessions to neighbouring states.

Subject: New Industrial Policy and other concessions for the state of Uttaranchal and the state of Himachal Pradesh.


The Hon’ble Prime Minister, during the visit to Uttranchal from 29th to 31st March, 2002, had, inter-alia made an announcement that ’Tax and Central Excise concessions to attract investments in the industrial sector will be worked out for the Special Category States including Uttranchal. The industries eligible for such incentives will be environment friendly with potential for local employment generation and use of local resources.’

2. In pursuance of the above announcement, discussion on Strategy and Action Plan for Development of Industries and generation of employment in the states of Uttranchal and Himachal Pradesh were held with the various related Ministries/agencies on the issue, inter-alia, infrastructure, development, financial concessions and to provide easy market access, The new initiatives would provide the required incentives as well as an enabling environment for industrial development, improve availability of capital and increase market access to provide a fillip to the private investment in the state.

3. Accordingly, it has been decided to provide the following package of incentives for the states of Uttranchal and Himachal Pradesh

3.1    Fiscal Incentives to new Industrial Units and to existing units on their substantial expansion:

(I). New industrial units and existing industrial units on their substantial expansion as defined, set up in Growth Centres, Industrial Infrastructure Development Centres (IIDCs), Industrial Estates, Export Processing Zones, Theme Parks (Food Processing Parks, Software Technology Parks, etc.) as stated in Annexure-I and other areas as notified from time to time by the Central Government, are entitled to :

(a) 100% (hundred percent) outright excise duty exemption for a period of 10 years from the date of commencement of commercial production.

(b) 100% income tax exemption for initial period of five years and thereafter 30% for companies and 25% for other than companies for a further period of five years for the entire states of Uttaranchal and Himachal Pradesh from the date of commencement of commercial production.

(II) All New industries in the notified location would be eligible for capital investment subsidy @ 15% of their investment in plant & machinery, subject to a ceiling of Rs.30 lakh. The existing units will also be entitled to this subsidy on their substantial expansion, as defined.

(III). Thrust Sector Industries as mentioned in Annexure-II are entitled to similar concessions as mentioned in para 3(I) & (II) above in the entire state of Uttranchal and Himachal Pradesh without any area restrictions.

3.2 Development of Industrial Infrastructure:

(i) The funding pattern under the Growth Centre Scheme currently envisaging a Central assistance of Rs.10 crore per centre is raised to Rs.15 crore per centre.

(ii) The financing pattern of Integrated Infrastructure Development Centres (IIDC) between Government of India and SIDBI will change from 2:3 to 4:1, and the GOI funds would be in the nature of a grant, so as to provide the required infrastructural support.

3.3 Other Incentives:

(i) Deen dayal Hathkargha Protsahan Yojna and other incentives of Ministry of Textiles: The funding pattern between Government of India and both the States would be changed from 50:50 to 90:10 under this Scheme. Ministry of Textiles would extend its package of incentives, as notified for North-Eastern States, to the states of Uttranchal and Himachal Pradesh also.

(ii) Ministry of Food Processing Industries would include Uttaranchal in difficult areas category. The state of Himachal Pradesh is already included in the difficult areas category.

(iii) Pradhan Mantri Rozgar Yojana (PMRY) : Ministry of Agro & Rural Industries would provide for states of Himachal Pradesh and Uttranchal relaxation under PMRY with respect to Age (i.e. 18-40 years from 18-35 years) and Subsidy ( @ 15% of the project cost subject to a ceiling of Rs.15,000/- per entrepreneur).

3.4 Ineligible Industries under the policy:

The list of industries excluded from the purview of proposed concessions is at Annexure-III.

In addition, the Doon Valley Notification (S.O.No. 102(E) dated 1st February, 1989 (Annexure-IV) as amended from time to time, issued by Ministry of Environment & Forests would continue to operate in the Doon Valley area and the industries notified under it are excluded from the proposed concessions, in the state of Uttaranchal.

3.5    Nodal Agency

The Nodal Agency for routing the subsidies/incentives under various schemes under this Policy will be notified seperately.

4. Government reserves the right to modify any part of the policy in the interest of public.

5. The Ministry of Finance & Company Affairs (Department of Revenue), Ministry of Agro & Rural Industries, Ministry of Textiles, Ministry of Food Processing Industries, Ministry of Small Scale Industries, etc. are requested to amend Act/rules/notifications, etc. and issue necessary instructions for giving effect to these decisions.

 Sukhbir: Sops to other states bias against Punjab

Deputy Chief Minister Sukhbir Singh Badal today alleged that the Central Government had always discriminated against Punjab. In a recent case, the Centre had extended industrial package to neighbouring states till 2017, he said.

"This is an attempt of the Congress-led UPA government to derail the tempo of development in the state," he said while speaking at the inauguration of Fortis Hospital here.

Congress workers from the state approached their high command to protest for party positions, but they never pleaded for an economic package for their own state, he said, adding that PPCC president Partap Singh Bajwa should stage a dharna against the extension of sops to other states.

Presiding over a meeting of principal secretaries and deputy commissioners along with Revenue Minister Bikram Majithia and Health Minister Surjeet Kumar Jyani at PAU, Sukhbir said the government would distribute Blue Cards within 10 days starting February 5.

Sukhbir approved a distribution scheme of mineral supplies to be implemented from February 1. Under the scheme, mineral supplies like sand and gravel would be controlled by the Mandi Board to make available the material at affordable rates across the state.

The state has finally decided to take a proactive approach for reviving the staggering iron and steel industry. With more than 150 iron and steel units in Mandi Gobindgarh having shut down in the recent past, the state has decided to slash value added tax (VAT) on iron and steel as also the advance tax on the finished goods.

The government has decided to cut VAT on iron and steel goods (except CENVAT paid scrap) from 4.50 per cent (plus 10 per cent surcharge) to 2.5 per cent (plus 10 per cent surcharge). It has also decided to reduce advance tax on scrap brought to Punjab from other states from 4.5 per cent to 2.5 per cent in case where CENVAT has been paid and to just 1 per cent (with 10 per cent surcharge) on scrap brought from outside the state (including scrap bought from junk dealers) on which CENVAT has not been paid.

Besides helping the staggering iron and steel industry, another reason for reducing VAT is to plug loopholes in its collection, especially in the case of scrap, which forms a major raw material in the industry. Most of its sale goes unaccounted. It is estimated that scrap worth Rs 5,000 crore is sold in the state annually.

Official sources told The Tribune that the decision had been taken to give a boost to the industry. In just nine months, between April 1, 2013 and December 25, 2013, the state Industry Department reported that 155 steel units in Mandi Gobindgarh had closed down. These included 55 small, 40 medium and 60 large units. The main reason was shrinking profit margins because of disparity in taxation. This has its wider ramifications as this industry provides raw material to machine parts, tools, bicycle and bicycle parts, auto parts and foundries, among others.

The sources said Punjab got Rs 1,100 crore revenue from the iron and steel industry, of which Rs 400 crore was refund claim. With the new incentives being given, the state would get a revenue of Rs 600 crore and the VAT refund claim was projected at Rs 100 crore. As a result of these incentives, the state would bear a loss of Rs 200 crore each year. All these incentives are to be cleared by the Punjab Cabinet before a formal notification is issued.

The government also proposes to link production to power consumption for evaluating VAT. Officials feel that if production is linked to power consumption, it will lead to more VAT generation as production cannot be hidden.
